In this section we describe specific projects in the key technical areas of the MCW IDIQ and link the project descriptions to Past Performance Reports (PPRs).

SEGURA brings to MCW experience managing multi-year, multi-million dollar infrastructure and local government technical assistance projects. These have included utility reform programs involving decentralization, corporatization, private sector participation and performance improvement programs in urban and semi-urban contexts. Over the years, SEGURA has built a team of experts in the technical, legal, financial and organizational aspects needed for public utility restructuring and state-owned enterprise reform. In addition, SEGURA has project experience in PPPs, organizational restructuring, institutional modernization, regulatory reform, government finance, monitoring and evaluation and knowledge management.

Based on our international experience managing other USAID IQCs (Privatization II and GBTI II), we are well qualified to handle the complexity of MCW assignments, which will have a variety of technical and administrative challenges. Our company has successfully managed large and small, as well as short-term and multi-year projects in Southeastern Europe, the Middle East, Latin America, and Africa.

SEGURA Consulting assembled a team of highly qualified organizations that specialize in various technical disciplines relevant to the MCW scope of work and that have a solid track record serving USAID. We are supported by RTI, as a major subcontractor that brings its expertise in governance across all sectors related to MCW. Other consortium members specialize in different technical areas of the IDIQ, including transport sectors (Texas A&M Transportation Institute), government finance and (Crimson Capital), environmental law and governance (Environmental Law Institute), construction and security (Technologists Inc.), infrastructure management (Interdisciplinary Research Consultants - US) especially in the water and sanitation (Castalia), custom ICT solutions (Development Gateway, Inc.), and monitoring and evaluation (International Business and Technical Consultants, Inc.).
